&lt;p&gt;&lt;br&gt;
&amp;nbsp; &amp;nbsp; &amp;nbsp;D&amp;uuml;nyanın son yıllarda hem sosyolojik, hem teknolojik hem de ekonomik olarak ge&amp;ccedil;irdiği değişim baş d&amp;ouml;nd&amp;uuml;r&amp;uuml;c&amp;uuml;d&amp;uuml;r. Paranın d&amp;uuml;nya &amp;uuml;zerinde dolaşımı ve deyim yerindeyse kendisine &amp;lsquo;g&amp;uuml;venli limanlar&amp;rsquo; arama hızı artarken &amp;uuml;lkeler de bu paraları kendilerine yatırım ve gayrimenkul satışı yoluyla &amp;ccedil;ekmeye &amp;ccedil;alışmaktadırlar. Karşılığında ise başvuran kişilere ve hatta bu kişilerin ailelerine oturma izni, vatandaşlık vb. vererek bu yarışta daha avantajlı bir hale gelmeye &amp;ccedil;alışmaktadırlar. Tabi bu t&amp;uuml;r uygulamalar ekonomik olarak &amp;uuml;lkelere sıcak para akışı sağlayarak onları rahatlatsa da bunların bir takım sosyolojik karşılıkları olmaktadır.&lt;/p&gt;

&lt;p&gt;&lt;br&gt;
&amp;nbsp; &amp;nbsp; &amp;nbsp;Bu &amp;ccedil;alışmada gayrimenkul satışı yoluyla oturma izni ve vatandaşlık verilmesi uygulamasının T&amp;uuml;rkiye&amp;rsquo;de uygulanma şeklinin yanında İspanya, Portekiz, Yunanistan ve İrlanda gibi Avrupa Birliği &amp;uuml;yesi &amp;uuml;lkelerde ve bir orta Amerika &amp;uuml;lkesi olan Dominik Cumhuriyeti&amp;rsquo;nde uygulanışını inceledik. Burada ama&amp;ccedil; &amp;uuml;lkeler arasında bir karşılaştırma yaparak &amp;ouml;zellikle T&amp;uuml;rkiye&amp;rsquo;deki uygulama hakkında bir fikir sahibi olabilmektir. &amp;Ccedil;alışmayı yaparken Dergipark&amp;rsquo;taki konuyla ilgili makalelerin yanı sıra bu uygulama konusundaki devlet sitelerinden, hukuksal konulardaysa hukuk b&amp;uuml;rolarının verdiği bilgilerden yararlanılmıştır. Sonu&amp;ccedil; olarak g&amp;ouml;r&amp;uuml;lm&amp;uuml;şt&amp;uuml;r ki bu uygulama kapsamında gerek gayrimenkul limitleri, gerek oturma izni s&amp;uuml;releri ve gerekse vatandaşlık verme prosed&amp;uuml;rleri a&amp;ccedil;ısından &amp;uuml;lkeden &amp;uuml;lkeye ciddi farklılıklar bulunmakta, T&amp;uuml;rkiye ise bu uygulama konusunda bazı &amp;ouml;nemli dezavantajlara sahip bulunmaktadır.&lt;/p&gt;

&lt;strong&gt;ABSTRACT&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;br&gt;
&amp;nbsp; &amp;nbsp; &amp;nbsp;The change that the world has undergone in recent years, both sociologically, technologically and economically, is dizzying. As the circulation of money around the world and, so to say, the speed of searching for &amp;lsquo;safe havens&amp;rsquo; for itself increases, countries are also trying to attract these funds through investment and the sale of real estate to them. In return, they try to become more advantageous in this race by giving residence permits, citizenship, etc. to the applicants and even their families. Of course, even though such practices relieve them by providing hot money flow to countries economically, they have a number of sociological counterparts.&lt;/p&gt;

&lt;p&gt;&lt;br&gt;
&amp;nbsp; &amp;nbsp; &amp;nbsp;In this study, we examined the application of the practice of granting residence permit and citizenship through the sale of real estate in Turkey, as well as the application in European Union member countries such as Spain, Portugal, Greece and Ireland, and in the Dominican Republic, a Central American country. The aim here is to make a comparison between countries and to have an idea about the practice especially in Turkey. While doing the study, in addition to the articles on the subject in Dergipark, the government websites on this application and the information provided by law offices on legal issues were used. As a result, it has been seen that within the scope of this application, there are serious differences from country to country in terms of real estate limits, residence permit periods and citizenship granting procedures, and Turkey has some significant disadvantages in this application&lt;/p&gt;</subfield>
