Paran\u0131n d&uuml;nya &uuml;zerinde dola\u015f\u0131m\u0131 ve deyim yerindeyse kendisine &lsquo;g&uuml;venli limanlar&rsquo; arama h\u0131z\u0131 artarken &uuml;lkeler de bu paralar\u0131 kendilerine yat\u0131r\u0131m ve gayrimenkul sat\u0131\u015f\u0131 yoluyla &ccedil;ekmeye &ccedil;al\u0131\u015fmaktad\u0131rlar. Kar\u015f\u0131l\u0131\u011f\u0131nda ise ba\u015fvuran ki\u015filere ve hatta bu ki\u015filerin ailelerine oturma izni, vatanda\u015fl\u0131k vb. vererek bu yar\u0131\u015fta daha avantajl\u0131 bir hale gelmeye &ccedil;al\u0131\u015fmaktad\u0131rlar. Tabi bu t&uuml;r uygulamalar ekonomik olarak &uuml;lkelere s\u0131cak para ak\u0131\u015f\u0131 sa\u011flayarak onlar\u0131 rahatlatsa da bunlar\u0131n bir tak\u0131m sosyolojik kar\u015f\u0131l\u0131klar\u0131 olmaktad\u0131r.</p>\n\n<p><br>\n&nbsp; &nbsp; &nbsp;Bu &ccedil;al\u0131\u015fmada gayrimenkul sat\u0131\u015f\u0131 yoluyla oturma izni ve vatanda\u015fl\u0131k verilmesi uygulamas\u0131n\u0131n T&uuml;rkiye&rsquo;de uygulanma \u015feklinin yan\u0131nda \u0130spanya, Portekiz, Yunanistan ve \u0130rlanda gibi Avrupa Birli\u011fi &uuml;yesi &uuml;lkelerde ve bir orta Amerika &uuml;lkesi olan Dominik Cumhuriyeti&rsquo;nde uygulan\u0131\u015f\u0131n\u0131 inceledik. Burada ama&ccedil; &uuml;lkeler aras\u0131nda bir kar\u015f\u0131la\u015ft\u0131rma yaparak &ouml;zellikle T&uuml;rkiye&rsquo;deki uygulama hakk\u0131nda bir fikir sahibi olabilmektir. &Ccedil;al\u0131\u015fmay\u0131 yaparken Dergipark&rsquo;taki konuyla ilgili makalelerin yan\u0131 s\u0131ra bu uygulama konusundaki devlet sitelerinden, hukuksal konulardaysa hukuk b&uuml;rolar\u0131n\u0131n verdi\u011fi bilgilerden yararlan\u0131lm\u0131\u015ft\u0131r. Sonu&ccedil; olarak g&ouml;r&uuml;lm&uuml;\u015ft&uuml;r ki bu uygulama kapsam\u0131nda gerek gayrimenkul limitleri, gerek oturma izni s&uuml;releri ve gerekse vatanda\u015fl\u0131k verme prosed&uuml;rleri a&ccedil;\u0131s\u0131ndan &uuml;lkeden &uuml;lkeye ciddi farkl\u0131l\u0131klar bulunmakta, T&uuml;rkiye ise bu uygulama konusunda baz\u0131 &ouml;nemli dezavantajlara sahip bulunmaktad\u0131r.</p>\n\n<p><br>\n<strong>ABSTRACT</strong></p>\n\n<p><br>\n&nbsp; &nbsp; &nbsp;The change that the world has undergone in recent years, both sociologically, technologically and economically, is dizzying. As the circulation of money around the world and, so to say, the speed of searching for &lsquo;safe havens&rsquo; for itself increases, countries are also trying to attract these funds through investment and the sale of real estate to them. In return, they try to become more advantageous in this race by giving residence permits, citizenship, etc. to the applicants and even their families. Of course, even though such practices relieve them by providing hot money flow to countries economically, they have a number of sociological counterparts.</p>\n\n<p><br>\n&nbsp; &nbsp; &nbsp;In this study, we examined the application of the practice of granting residence permit and citizenship through the sale of real estate in Turkey, as well as the application in European Union member countries such as Spain, Portugal, Greece and Ireland, and in the Dominican Republic, a Central American country. The aim here is to make a comparison between countries and to have an idea about the practice especially in Turkey. While doing the study, in addition to the articles on the subject in Dergipark, the government websites on this application and the information provided by law offices on legal issues were used. As a result, it has been seen that within the scope of this application, there are serious differences from country to country in terms of real estate limits, residence permit periods and citizenship granting procedures, and Turkey has some significant disadvantages in this application</p>",
