Monitoring and Evaluation Model of National e-Government Strategy and Action Plan: The Case of Turkey

Achieving the success of e-government strategies and action plans is possible with the evaluation of the current situation, monitoring the process with the right measures and taking necessary actions. For this purpose, monitoring and evaluation (M&E) activities are carried out for decision-makers and implementers to assess their progress in an objective way. Effective, efficient and mature monitoring is directly related with the existence of a systematic, dynamic, and process oriented model, which is created in accordance with national strategies. Project of "National e-Government Strategy and Action Plan (2016-2019)" was carried out due to the cooperation between Ministry of Transport, Maritime Affairs and Communications (UDHB) and The Scientific and Technological Research Council of Turkey (TUBITAK). Within the project scope, National e-Government Strategy and Action Plan (2016-2019), Monitoring and Evaluation Model and system have been developed. Action Plan is structured by Turkey's 2019 e-Government vision, values, strategic objectives and goals. Monitoring and Evaluation Model and system are developed in order to evaluate the Action Plan's realization status and general success ratio. This paper aims to give information about the Monitoring and Evaluation Model, the monitoring and evaluation process, the measurement entities (like performance indicators (PIs)) used in this process, the measurement methods that are constructed out of these entities. With the Turkey case study, it is aimed to give information about the modeling experiences, which could be a practical reference about Monitoring and Evaluation modeling topic for similar research.
