Collaborative R&D Project Management: The Case of the National Power Quality Project of Turkey

This paper explores the efficient management techniques for new types of R&D and technology development projects especially executed on public institutions with the collaboration of different types of institutions. A case of this kind of projects has also been analyzed in detail considering the structural and technical sides of the management. An organizational structure and methodology are proposed to overcome the main problems that can be encountered in most of the R&D projects and a dynamic planning and monitoring system is described, which is constructed on the proposed organizational structure.
