A Novel Approach to Measure Shielding Effectiveness in TEMPEST-Protected Buildings

In the context of large structures such as critical data centers, nuclear power plants, secure rooms, and military facilities, conducting shielding effectiveness (SE) measurements presents significant challenges. These challenges stem from the time-consuming, costly, and complex implementation process. Given the critical nature of SE in such structures, it's imperative that these measurements be repeated periodically, especially in the case of TEMPEST-protected areas. To address these issues, we present a fast and simple initial evaluation of SE measurement for TEMPEST facility zoning, leveraging a comb generator and signal of opportunity. The proposed approach can be used not only in TEMPEST but also in other electromagnetic compatibility (EMC) applications for SE measurements. This method is particularly useful for assessing the deterioration of shielding over time. The effectiveness of the measurement method was assessed by conducting SE measurements in a building where TEMPEST precautions were implemented. The measurement procedure and results are given in detail. The paper culminates with a discussion of the advantages and disadvantages of the proposed method, offering insights into its practicality and effectiveness in real-world applications.
