Are the pulsars actually born rarely or have low luminosities?

The deficit of pulsars with characteristic times tau less than or equal to 10(5) yr compared to the number of supernova remnants is discussed. To this end, the luminosity function of pulsars is constructed. This function is valid up to L = S(400)d(2) = 0.3 mJy kpc(2). Most of the pulsars are shown to have radio luminosities L < 10 mJy kpc(2) since their birth. The results of a search for pulsars in supernova remnants are analyzed. The deficit of young pulsars and the negative results of their search in supernova remnants can be easily explained by the derived luminosity function. A list of extremely young, nearby supernova remnants is given. A search for radio pulsars and point X-ray sources in them with a receiver's high sensitivity will clarify important questions related to the lower limit of the luminosity and to the beaming fraction of young pulsars.
