A REVIEW OF RESEARCH MISCONDUCT POLICIES IN TURKEY

   Gokcay, Banu; Arda, Berna

Research misconduct has become an important issue since the 1980s' in the US. It has just started to become an important issue in Turkey. The research community in Turkey has expanded significantly in the last 10 years and continues to grow. This growth in research means there are more researchers, more research infrastructure, more technology, and more research funding. Existing research policies developed in the 1990's continue to guide Turkish researchers during this expansion. Accordingly, the aim of this study is to review the current research misconduct policies in Turkey and to suggest revisions and additional policies relevant to current research and research conditions. Current Turkish research policies are reviewed in terms of the information they include regarding research misconduct. We discuss the definitions of research misconduct, the procedures for detecting and reporting misconduct within existing policies, and also the differences among policies. Finally, we discuss some suggestions for revisions that can reduce misinterpretations within existing policies and clarify specific procedures for responsible research.
